Triple flats in Moussgorsky's Gnome

I'm working on Pictures at an Exhibition: the Gnome, and came across this symbol.



I'm confused by the 3rd note: the E with two flats in front of it, and then a third flat in the key signature.  On the piano the Ebb should be the equivalent of D natural, right? But with the flat in the Key Signature should it be the equivalent of D flat?

No, It's just a double flat, equal to a D. The key signature doesn't come into play here.

If you think about it, if there was an E# written, it wouldn't be equal to an E, because the sharp and the flat from the signature "cancel eachother out"
