this is a tied note, right?  tied to the next measure (measure 34?)   just making sure.  it seemed like 'the odd one out.'

That is Chopin etudes I assume, LH...
It is a tied note. This type of tied note does appear again in ms. 69-70; and in diminution in ms. 45-46; and in a slight variation in ms. 49-50.
