Is it just geography, or is there one true naming system?

Look for this at the bottom of the screen:
And yeah, its a geographical naming system. I'll say its quarter note, but Brits will say that it's crotchet.

a Quarter Note ceases to be a Quarter note in any other signature than 4/4.
Crotchet is more accurate.

I'll use whatever I feel like at the time, typing I am more likely to say crotchet, but speaking it's about half/half.

One of my teachers used to call it a "fourth". I usually use quarter.
