I don't know a level as far as ABRSM, etc, but in general, it is advanced.

well but exactly what makes it so difficult? all i see are simple fingerings and hand turnings or whatever it's called but i just can't seem to master it.

Those are just suggested fingerings.  I do not follow them as they are not as efficient considering there is easier choreography of the hands.  Technically, not very difficult.

Also, there are some rhythms that are difficult to decipher to the eye in terms of beat placement.

This is also a long piece requiring necessary sustained concentration.

Add these together, equals advanced.

Ahhhh, funny Im learning this piece right now.  Its got a few tricky spots, but I find it easier than most of the other concerto's Ive played.  It is advanced of course but not too bad for a player with small hands. A bit Easier than the Grieg or Schumann.
