something wrong with Chopin's Grande Valse......

There's something I dunno. It's about The sheet music from this website. At the 12th bar of page 8 at Chopin's Grand Valse Brilliante, isn't it supposed to be a normal c rather than a flat c??? same thing with the first note of right hand on the 13th bar......
  which one is correct?? flat c or normal c???

According to my Dover Edition it's Cb, same as Piano Street's copy.
