However, on a more serious note, I don't see how one could declare that one region produces the 'best' composers. :-\

As i said above, it is a matter of opinion. Where do your favorite composers come from.

All over the place, actually...just a small sampling would include Rachmaninoff, Bortkiewicz, Beethoven, Chopin, Liszt, Debussy, Barber...That would be Russia, Ukraine, Germany, Poland, Hungary, France, and the USA.
