Title: Slurred Staccato?

I was playing Diabelli's sonatina opus 151 no 1 and I was rather confused when i found a phrase that was all staccato notes, but they were slurred.  ??? to me, this seems like a mistaken, but im likely wrong. can anyone tell me what's going on in this phrase?
