Just recently I bought a casio wk-200,but I'm a little lost on were the octaves start at. I know the order (CDEFGAB),but on the casio sence it's a 76 key piano it starts with a E not a C. So does the first octave start with the first C or does the first C start the second octave and the E is half of the first octave?

I don't know if this is correct or not but as a rule I go by the last note of the keyboard. In your case that would be a G, so G would be the last possible note to play. Starting from the lowest G you have a six octave keyboard. At least that's the way I do it......
