Very simple question.....

What is 4, 3 timing, 2,3 timing.... etc?

is it equivalent to time signature 3 over 4(quarter note), and 3 over 2(half note) respectively?

I have not heard these phrases -- are they possibly 4 against 3 or 2 against 3? (As when one hand is playing regular 8th notes and the other triplet 8ths?)
