I was wondering if anyone could recommend some good books, or even better, some good online content that discusses arranging.  This is one area I would like to improve upon.  I want to use this information to aid in writing songs using my PC and Yamaha S90ES Keyboard.   For example, in a song what are the roles of different instruments, and when is the right time to add that brass stab, string swells, or organ sound.  How does the bass fit into a song, when should the bass be walking and when should it be just sustained notes…  I know a lot of this is subjective and there isn’t really a right or wrong answer, but I’m guessing there are some guidelines that help.  After all, they teach classes on this subject.

well, let's start with the question - when should the bass be walking?  perhaps that depends on which genre of music you have picked.  you can look at previously composed pieces and copy the style of bass line.  it's a good place to start.

experimentation is probably the best way to find out what instruments sound best in what ranges.  usually their normal range is best, isn't it?  film scoring would be good to study.  you know - take a film score and analyze it.  not sure where exactly one finds film scores.
