HS and HT?

I was reading a post about increasing scale speed, and Bernhard i think listed some ways to do so.  This is his second suggestion:

2. Always increase speed by increasing the speed hands separate. It is the HS speed that will limit your HT speed.

In this, what does HS and HT stand for?
