Rachmaninov Preludium op.23no4

Hi,
I have problem with "tenuto" notes.
From 19th beat there are usually two tenuto notes - first: arpeggio accord,
and second: single note. I have problem with these second notes.
With what hand should I play them?
How to parctice to play them louder then others?

I am assuming you mean bar 19 where there is an arpeggio with the top note melody line tenuto followed by an upper voice with the melody line tenuto underneath in the treble clef.

These are all played with the right hand. The way I practiced this section was with the right hand alone slowly and I over-emphasized the tenuto notes until it became second nature as to which notes needed this emphasis and which fingering was used.

That's about all I can suggest as there is no easier way to play this.
