hmm i looked this over and i don't see any big red flags on the suggested pedaling in the paderewski edition. what edition are you working out of? with the waltzes the pedaling is usually pretty straight forward since they are put together in essentially single harmony per measure, that said there are some very expressive accidentals/nct's and ornaments that serve to heighten the emotional tension so that clash is part of what you want....sometimes.
my approach would be to go with the suggested pedaling making sure to give a good quick release to clean the dampers off when indicated, then within that find spots where you choose to keep a bit of colorful blurring/smudging, you can always flutter pedal in some of the longer runs so as to keep it connected and but to let some of the funky tones die out a bit before the next one hits.
also consult lots of recordings both by modern and historial authorities on performing this to make sure you're on the right track.
