Question about marking "Arpeggio" in music of Handel

I'm interested in taking a stab at Handel's keyboard suite in B-flat major, but am unsure how to approach the chordal sections of the Prelude. They are marked "Arpeggio," and in recordings performers seem to play any combination of notes that they please so long as they are in the chords... am I missing something, or is there just a high degree of freedom associated with these passages?
