There is a dubious tenuto marking in Rachmaninoff's prelude op 32 #10 which I'm not even sure is supposed to be there. I've seen it in two different editions so it can't be a typo.

In the first RH chord of the 3rd measure, there is a tenuto marking over the top chord that is tied to the previous measure. Normally this would indicate replaying or rearticulating the chord, but in recordings it is not replayed. What is this for? I've seen a similar discussion over at Piano World forums, and they seem to find it odd as well.
Also, bonus question: in the first measure, the staccato bass line with held legato inner voices would seem to imply a use of the sostenuto pedal although it's not indicated. Is this what is typically employed here?
