Technical exercises vs. Classical Pieces

Is it worth doing technical exercises incessantly to improve the piano technique? Is it possible to be a good pianist for just playing normal pieces? Some teachers just fill the studants with infinite exercises without justification (like hanon, czerny, bela bartok, beringer), and i would like to know what is the tenuous line between doing these exercises and learning new pieces (chopin, debussy, liszt).

obviously not incessantly! Keep it simple 10-15 minutes daily on scales and arpeggios is a must for many reasons
then work on your study piece for 20 minutes; stop, and work on another piece; take a break! repeat. There is NO easy way to improve your playing, no magic pill
