You should just put the work in progress out here. It will never be completely finished. Just put what you have out. Don't worry about it so much. People can still use an incomplete version.
Maybe don't worry about the linking part, just get the links organized. Maybe paste as many links as you can, all straight in order. Then occasionally update it -- nuke the old one (I guess ask Nils to do that now) and make a new index where you just paste all the newly organized links in. Maybe you could set Word up so the page length matches the amount of text you can put in one reply. That would make pasting easier when you add in new links and post an updated index. The quick reply feature would make lots of replies much less work.
Here's kind of an idea what I mean

Then when you get enough links, add in the new stuff and completely repost. You don't have to worry about messing around with the links this way.
Index 2.0 - an entirely new thread. The old index would be deleted.

D - new
