sight reading expectations

What are they suposed to expect from you if you want to enter a conservatory at college level. Are you suposed to play any bach fugue flawlessly at speed at sight-reading?

Each college is different.  If the requirement was a Bach Fugue, most of us would be in trouble.  I have heard at Julliard one is expected to be able to sightread and transpose at the same time- not sure if it is true.  I would imagine that the top notch schools would require fairly advanced sightreading though- Bach Fugues, or Beethoven Allegro movements, whereas many other schools don't expect you to be able to sightread more than a Mozart Adagio.

Why would sight-reading be a requirement anyways?

Most conservatorys or music school where you make an audition give you a piece you must sight read, with a five minute mental preparation.
