Copyrights Issues -free downloads of sheet music

hi all:
I have a question about copyrighted music.
Can you arrange a copyrighted music into notation format, upload online and let other people download for free? I came across this website:

https://www.qualitysheetmusic.com

It features free downloads to many sheet music of popular songs(copyrighted). Is it legal? As i read in another website that this can be considered copyrights infringement:

It is copyright infringement.

But then again, so is the burning of a popular CD but that doesn't stop people (including myself  ;D)
