Unable to download file and surf simultaneously?

What is preventing me from downloading a file hosted by PianoStreet and continuing to surf the site while it downloads?  It typically just hangs, waiting for the file to finish.  Is this an IE problem?

Apparently not.  I've tried this several times with Firefox 1.07 and I can't browse pianostreet unless the file is completely downloaded. 

Haven't tried with Firefox 1.5 yet. 
Made a Liszt. Need new Handel's for Soler panel & Alkan foil. Will Faure Stein on the way to pick up Mendels' sohn. Josquin get Wolfgangs Schu with Clara. Gone Chopin, I'll be Bach

It's probably something to conserve bandwith.  So people can't download a lot of files at once.
