I suppose this is relevant so I thought I would share :)
Far from merely being "supposedly relevant" as you suggest, it is very largely sane, sanguine and pragmatic presentation of facts and advice; yes, it is a few months out of date at the last publication on the URL that you cite and its leanings are openly towards American laws governing intellectual property rights, but much of what it puts forward makes good and non-inflammatory sense and should be required reading for those in all territories wishing to post music scores and recordings in fora and other outlets without first seeking and obtaining due permission in cases where such permission would be required.
