canon/imitation

If a piece uses canon and imitation throughout almost the entire thing, would you call it a melodic device, or could it be a structural device?
When you earnestly believe you can compensate for a lack of skill by doubling your efforts, there's no end to what you can't do.

It can be both. Of course canon and imitation are in their nature melodical. But if this element is so dominating the nature of the piece it is important of the music's structure.
