Rhythm of Gymnopedie no. 1

The rhythm of the recording I have is all out of whack. There is a strange-looking rest symbol in the score and I was wondering if the piece is just tempo rubato or if it's some exotic beat? Please enlighten me!

The piece is basically in triple time with the second beat recieving a longer note.
