Fingering for Rumba Toccata ABRSM grade 6

Hi

Am trying to learn the Rumba Toccata in the 2007-8 ABRSM syllabus.
Need some help with fingering, if there is anyone here learning this piece and can help I would be grateful..

Question is, on bar 11 when two notes are introduced together, the fingering says 2/4 for the F and D notes, are you supposed to play both these together with the left hand or do you play the F with the right and the D with the left????

I am confused as it goes from F and D with fingers 2/4 to D and G with fingers 1/5 and am confused as it feels a strange way to do this.
Does anyone know what I mean and could offer suggestions.
