what the heck is that?  just wondering.  i mean, if a country owes debt to another country - when is it alright for the other country to start confiscating?  this is frankly quite a wonderment to contemplate.  national sovereignty is certainly under a lot of pressures.  perhaps i am not understanding this concept?

is it best noticed by countries who are suddenly forced on the other side (west) and have to suddenly become 'up to date.'  are they allowed to confiscate property (for a bargain) from other countries who owe them a debt.  how is this international law enforced or is it sort of a redneck procedure?

The answer is more or less neither; such debt repayments are rarely sought and pursued. Almost every nation is indebted to almost every other, to an even greater extent than the worldwide personal indebtedness, so if every nation and private lender sought to call the debts in, the world's economies would start to collapse.

i don't know what i want to hear from day to day in the news.  i suppose that it can only get worse before it gets better - but i certainly don't wish it so.  in the amazon - a bunch of trees are on the chopping block.   they say if it all gets chopped/burned - it will allow so much more co2 into the air that we will experience more weather related madess.  starting with more of the ozone layer depleted - and more radiation from the sun - and more weather related oddities.
