whose read The Wind in the Willows?

kestion - does anyone understand the chapter entitled "The piper at the gates of Dawn"?
I mean here, we are following how they're trying to smarten up Toad, then he escapes and now we jump to a story about Otter's son and a mythical horned creature. Does this pay off somehow? I haven't finished it yet, but I just found it a very odd chapter. Me thinks I'm definitely missing something.

Never look at the trombones. You'll only encourage them.
