I think this is a very interesting matter. People on this forum may gear a little bit more towards open hate and insults because everyone here is anonymous and the only consequence of poor behavior is the risk of banning, which in itself isn't really that bad, as opposed to say going to jail. There are no boundaries. If this place was anything like it is in not in internet, people would behave politely. This forum is like a medium for emotions. People in life feel the emotions but don't express them as openly in fear of punishment. Here, there is no punishment, so the emotions are expressed more freely.
How to ameliorate the situation? Well, the only solution I see would be something on the verge of the moderator contacting some officials who will induce serious punishment such as a charge or community service. In another thread here I stated that there is a fine line between moderation and dictatorship, and if things would get to the extent that misbehavior would result in real punishment, no one will spend time on this forum, let alone misbehave. So in that sense I think that it is impossible to fix the situation. It is as it is.
Forcing members to behave is impossible, as conflicts will innately arise due to a wide diversity of opinion, and insults will still result. I find it interesting that many banned members create new accounts, so that may be the culprit of bad forum conduct.
