I want to rearrange the Shubert-Tausig's Military March. I know that Musica Obscura has the reprint copyright but can I upload my rearrangement of the already arranged piece to my online score site?

I think you can. As long as you didn't copy it, it's allowed. You can also find the original editions of the piece and copy it because it's public domain.

how about recordings?
even though "unauthorized copying is strictly prohibited"..
doesn't it occur to anyone that its almost quasi acceptable but undershady way of getting recordings...hence the extra levy on the blank CDs..its almost like paying a little premium for getting something free. weird.
