"Coolsat" IE not-so-legal satellite

Does anyone have any information on this?  At the moment where I live I can only get infrared, which is something like 600 to install and has ridiculous monthly fees.  I was talking to someone who says they install it; 110 for installation, 80 a month and it will pick up all signals from DirecTV and Dish Network, and all pay-per-views are unlocked.  Is this for real, and what are the legal risks?
