What does it mean to be able to read music ?

Always trying to revolutionize my concept of things  ;D.  I just think it's easy to take it for granted, but I realize it's a bit more involved than what my foggy thoughts on it have perhaps been.

I always sort of thought of it as another language. It's also a skill; I know many people that don't know how to read music but play by ear instead.

The story behind the piece, the history, the lifeblood, the pain, just for that piece, for those crotchets and various instructions...
Bach - Partita No.2
Scriabin - Etude 8/12
Debussy - L'isle Joyeuse
Liszt - Un Sospiro

Goal:
Prokofiev - Toccata

Two things:

- the ability to hear the music just by looking at the written music

- the ability to play the music in a meaningful way directly from the written music
