People are too touchy.
Copyright issues are very prominent lately, I get the feeling that would be why.
"Site administrators believe that the music scores on this website are in the public domain
according to Russian Federation law. Site administrators would be grateful for any possible
errors to be brought to their attention as soon as possible. Scores that are found
to infringe copyright will be removed."
So likely someone found something.

Sadly, it seems as though it is overlooked far too often. It has stopped routinely going down (since ownership change) and is there when IMSLP and piano.ru aren't.
