Please tell me that is suppose to be a rolled chord??!

Yes, it is rolled.

I note in the RH that there is an infinitesimally small rest after the top E. Is this to give me time to finish striking the LH notes before moving down the black notes with my RH ?

The rest is there to separate two phrases. Note that the high Eb is the last note of a phrase that begins with a crescendo and ends abruptly in pp. You'll want to take your finger off the Eb and get a bit of a breath before beginning the run down, which is a new phrase with a very different musical character from what came before. I don't think it harms the music if the LH chord overlaps the beginning of the new phrase, as long as you play it softly and smoothly.

p.s. Any pointers to keeping this piece light and lively in the RH? I find I may be going faster than my ability

Well, you need to slow down until you're comfortable with all that's going on. It's very difficult to get through this etude and make it truly effective unless you're relaxed and your hands know exactly where they're going and how to get there.
