Because it wasn't actually composed by Chopin.
Somewhere along the line it got labeled as a Chopin composition, but apparently this is not the case. I don't really know the details, but my Henle edition of the Chopin Waltzes mentions this:
"[KK IVa Nr. 14], as J.Ekier has convincingly proved, is probably a spurious work."
Of course, this doesn't sound 100% conclusive, so perhaps Chopin did write it. And it shouldn't really matter, you should judge a composition for what it is, regardless of the composer. I find this one a tad boring myself but to each his own.
