hai, it has been quite a while! okagesamadegenkidesu! Its funny we are the only ones talking Japanese but we aren't Japanese! Is there any Japanese people out there!?
It means like "Always forever" or "Always, every time" as 何時 means 'when', or more literally 'what time', and も is the 'also'-particle. Both have the 何 kanji. Once with 'time' and the second time with the 度 kanji which is like the 'no. of times' kanji which is also used as the counter in those cases. It's also used for degrees btw. You can see that both terms are kind of overlapping. You could translate it to "Every time, any number of times" or something silly like that. But because the 何 kanji has different pronunciation in the two cases it doesn't have this problem in Japanese, I guess. I guess it has lyrical properties so one needs to translate in the spirit of that.If you google you'll find the official translation is 'Always With Me'.

A good one to buy for finding out what a kanji is, is Kodansha's Essential kanji Dictionary .

You can find out the meaning of most everyday kanji in there by looking at how many strokes its made up of, or what simple kanji it might have in it.
This one has 1945 kanji in it, apparently. They're in a listing by stroke number at the front. I learnt a new word today - aikurushii (adorable)
These 1945 kanji are called jouyou(which translates to "Daily Use") Kanji. In japan, before you graduate from high school, you need to study all of these. If you know this, you should be able to read a newspaper.
