trouble with debussy pedalling

not sure how to pedal the opening 11 bars of debussy 'reverie'. I read somewhere that the pedal remains down throughout the opening. I feel the need to change in bar 7 when the harmony changes.

This piece has quite a lot of intricate pedalling. At the beginning, there are tied B flat notes in the treble clef and the way to pedal these is to lift the pedal at the end of a bar whilst holding down the note, then press the pedal at the beginning of the following bar. This will ensure clarity and will avoid notes blurring into each other. If you wish I could scan my copy and send it to you.

Debussy's sonority (and its "woozy clarity") is greatly expedited by flutter-pedaling. In fact, I don't see how you can pull off most of his pieces without using this technique.
