I agree, it depends on the length of your program. Just be careful of the mood changes so the piece holds together--or it sounds like several mini-pieces. This is one of my favorite pieces of keyboard literature ;D!

Personally, I prefer it without the repeats.  I posted a recording of this in the audition room not too long ago, in case you're interested.

and what's up with Haydn not indicating a repeat at the end of the 1st half of the F major section in the 2nd variation?

It is interesting to note that Brendel repeats this section.  He also omits the coda before the return of the main theme.
