Not really. Isolate the chord first, practicing the fingering over and over again, until you can do it ten times in a row perfectly. Then, add the left hand, so that you play those four notes and the next one ten times in a row perfectly. That shouldn't be too hard. Then, play the complete bar. If you're having trouble with that, you can lower it to five times in a row perfectly. After then, you'll keep adding bars on the beginning until you have a comfortable amount of the piece to get in to the problem area which you will be playing correctly now. Then, play the bar and add bars on the end, so you can make the smooth transition to the rest of the etude after the correction. If it doesn't stay permanent, repeat the process daily until you can't play it wrong anymore. With this particular etude (I've sightread it several times), that shouldn't be too painful. Especially this particular passage, it's one of the less confusing parts.
