Bach WTC Fugue14 in F# finger ?

Quick question regarding WTC Fugue 14.....

When the subject enters for the second time in measure 3, do you use the left hand to play it?

I have found that it seems easier to do this, but the printed version marks the bass clef with a whole rest.  This would seem to suggest that the left hand rests. 

Any ideas??

Yes of course I play this with the left hand. Bach fugues aren't about right or left hand anyway, they're about voices. Identifying bass clef with the left hand and treble clef with the right hand is not very helpful.
