Liszt Transcendental Etude 1 advice

Hi, I  have been playing the preludio for about 3 weeks now and have trouble brining up the ascending notes in the beginning of the piece up to concert speed. I have been practicing the notes slowly, but regardless of how much I practice the notes do not seem to speed up. If anyone has any experience with this piece could you please help me.

I would like to know if I am just being impatient or if I need to practice a certain way.
