Transpose on Sibelius (software, not composer)

Does anyone know if Sibelius has the ability to accept a .pdf file via download, and then transpose the file to another key? If so, how is it done?

No I think this is not possible. However you can try to scan a printed pdf using PhotoScore. But I doubt that you will get decent results, you will still have to do a lot of editing work.
