At any rate, like Pianisten said, learn it like you would any piece. Your teacher will give you instruction on style, pedaling, etc. This piece is a parody of Clementi's gradus, so study it like you would an etude. There's no rubato at all. Just follow the small ritards and accelerando at the end which is all indicated by Debussy.
