They all range in difficulty, but I saw in my teacher's book that they are all considered ARCT.

There are some easier ones (3, 7), but then there are also very difficult ones (no.9, no.11, and a lot more).

What exactly is this "grade system" everyone talks about?  Is it a way to rate the difficulty of certain pieces?

Well I agree with Donjuan that they vary in difficulty, the later ones being easier. In general they are thought to represent Liszt's moderate difficulty works, each usually posessing unique difficulties. Although I would say that depending on how correctly you play them they can be more difficult-playing it with correct tempos, dynamics, and clearly bringing out the melody at all times requires much more skill. (Even the great Cziffra doesn't play the pieces to my teacher's approval)
wOOt! I have a website now! It's spiffy!

I agree with donjuan, they are all ARCT in canada.  But donjuan is rigoletto and fantasia impromptu ARCT?

I dont know too much about this stuff, I am only going by what I saw one time in my teacher's book.  What do I remember?  Liszt's Liebestraume No.3 and Chopin's Fantasy Impromptu are both Grade 10.  All transcendental etudes are considered ARCT.
I dont remember too much else...

I am well aware of that, THANK YOU!

Well, I am sure rigoletto would be considered ARCT, but maybe it isnt even in the book because it isnt too mainstream..
I am guessing here, like, COMPLETELY!

When Practice Stagnates – Breaking the Performance Ceiling: Robotic Training for Pianists

“Practice makes perfect” is a common mantra for any pianist, but we all know it’s an oversimplification. While practice often leads to improvement, true perfection is elusive. But according to recent research, a robotic exoskeleton hand could help pianists improve their speed of performing difficult pianistic patterns, by overcoming the well-known “ceiling effect”.
