There is no best.
It depends on the specific technical problem(s) you want to solve. More important than that is how you practice.
Also, why don't you do a search? There'e lots of discussion here on etudes and exercises.

Best for what?
I'd say that for one set to cover general technical and musical problems, the Chopin etudes are great. They are difficult enough to offer good practice, but aren't that difficult that one has to spend a month learning them.
Also, I would suggest that any etudes by Liszt, Rachmaninoff, Debussy, Bartok, or Scriabin would offer good benefits (some more than others, however: it depends upon what you want to strengthen...)
