Do I need to play the second A in the seventh bar?

It is not "tied", so you will have to play it.

It's because some editions have the two notes tied together, others like in the picture, don't.
 But I personally play it like how it's shown in your sheet music...
(PS: you are talking about the C (sharps) right? )

I've seen several places where various editions do not agree with each other in this piece.  In this case, I'd say play which ever variant sounds better to you.

I learned this piece by reading from several different editions, as I came across multiple questionable indications in the scores. 

Made a Liszt. Need new Handel's for Soler panel & Alkan foil. Will Faure Stein on the way to pick up Mendels' sohn. Josquin get Wolfgangs Schu with Clara. Gone Chopin, I'll be Bach

Entirely down to personal interpretation. Personally i don't play it and use slight rall. on that section to slightly accent the B. Even though this is not what i have written in my edition, i prefer the sound it gives, so just try both and see which you like.

I feel that C# needs to struck again to get the sound of it together with the low C#. If it isn't struck then the low C# sounds by itself and changes the character of the measure.
