This piece sounds alot like this

Was there any inspiration for Liszt from this piece>?

You have your timeline backwards. Schubert died in 1828 (the Op. 90 or D 899 impromptus were written in 1827-1828) while Liszt's 3 Liebestraume were published in 1850.

Schubert's influence for these impromptus came from a Czech composer Jan Vorisek (sorry if this spelling is incorrect). Generally speaking, Schubert's biggest influence was Beethoven, and he has since lived in his shadow. Though, interestingly enough, Schubert's compositional output was entirely original, and, in my not-so-important opinion, just as (if not more) important to the transition into the 19th century.

Edit: or perhaps you knew that and I read your comment incorrectly. You mean to ask if Liszt was inspired from Schubert's impromptus. It's a possibility, though these two compositions have very little in common. The broken chord figure was very popular during that time of the 19th century, especially for night music. Sorry for the confusion.
