It is not.  I have the piece, now, but the person who gave it to me PM'ed it to me, so I don't think he wants me to share it.  Sorry.

I suppose your right. Sorry about that. I just figured IMSLP would have all of Debussy's works, as they usually seem to have most all classical pieces that are somewhat well-known (that are in the public domain of course).

I thought it was there b4 but when I checked, surprise. IMSLP doesn't have everything though it is part of their project. Probably the etude is so obscure to the point of neglect by concert pianists.
