That is an upestting situation you are in.
But, the only way to deal with bullies is to stand up to them. Be assertive, firm, not rude or agressive. Easier said than done, of course.
I think you should perhaps document the times he is playing loud stuff, and consider providing recorded examples of what it sounds like from your place. So in future, if you need proof and examples, you're ready. Also note down any conversations you have with him for future reference.
And document the times you practice, to show you're not playing at unreasonable times.
They could confiscate you're piano? What totalitarian state do you live in? (Sorry if it is actually a totalitarian state you live in!!) What about taking out a counter noise abatement notice from the council, and threaten to have his home theatre system confiscated!! Weird.
Perhaps a compromise could be to come to an agreement not to make any noise when he wants to sleep. Not an unreasonable thing to do. Does he sleep at funny times?
