In my understanding when a composer hasn't died yet their music is under copyright. CHeck your local music store if they have the sheet music. There is a link I found where you can buy it from:

https://www.musicforte.com/sheet_music/composer/RodionShchedrin/

If you can find the PDF, good on you. Otherwise, I'm sorry I can't be of much help.

In many countries, copyright in a composer's work continues until the end of the 70th year following his death - and, 70 years ago, Shchedrin was not even ten years old!

The advice to check with you local music store is wise.

Ask youtube user fyrexianoff.  The most likely person to have it that I can think of.

If not, just buy it online.  That's going to be pretty hard to find.  I doubt an errant PDF will just be floating around somewhere.  Too obscure for a general channel, not contemporary (aesthetically) enough for those guys, either.  It's the sort of score you're just going to have to buy, 99% of the time.

If you wish to preview before you buy check a university library.  You could also make use of Inter Library Loan.
Made a Liszt. Need new Handel's for Soler panel & Alkan foil. Will Faure Stein on the way to pick up Mendels' sohn. Josquin get Wolfgangs Schu with Clara. Gone Chopin, I'll be Bach

Well there was. This was posted on a now defunct Russian website some years ago.

No doubt the owner is now shovelling salt in Siberia.
