Theres been some talk about composing work.

Can any one compose music (good or not) today like just pick up a piece of paper and start having fun?

In a word, yes.  :)

I write music as a hobby, and I write with only pencil and paper (no musical instrument/computer). It's very interesting to put what I've written into sibelius and play it back - I'm usually very surprised with how my music actually sounds (and it's usually nothing like I expect).

yeah, I can compose like that. if you know your theory it can be quite easy. or if you have a good ear you can do it also.

The main problem I have is saying, "oh god that part sounds dumb," or, "what the hell was I thinking?".

I need to "come up with a melody/theme no one else has", and god knows how many millions of themes there are out there already taken up...so will there be a point in time where almost every single combination of intervals and pitches will be taken up...and therefore when you compose a piece...it just might sound like Fur Elise or something?

you are thinking too narrow. rhythmically something maybe already out there, but melodically and rhythmically the sky is the limit.
