I'm playing a piece that requires you to play an octave and a half's worth of tonal clusters on the black keys with your forearms. The difficulty is that i can't make all the notes to sound at the same time. Is there are proper technique to help me play this chord properly?

Rest your arm lightly on the required keys and find a position where you are touching all the notes evenly - that's your starting position. You basically need to memorise the feel of that position so you can get into it quickly enough in the piece so that that is how you push the notes down.
